Berkeley, CA instituted an interesting policy. In a certain 9 block radius, the cops no longer pull over drivers for the most minor of offenses.. tail light out, license plate not attached correctly, etc. What has been the result? Less property crime and less convictions of more serious crimes. What is the connection?
